Create a new quote-id. This id is unique for each request and should be left blank when a customer is onboarded for the first time. The same quote-id should be used for subsequent inquiries of a particular customer.

Quotes are only generated for states serviceable by Fletch. Products from insurance providers may not be available in certain states.
